Six largest US wireline telcos made a proposal to the FCC concerning providing a migration path to make a reform of the existing Universal Service Fund (USF) to concentrate on building and maintaining broadband networks as well as reforming the ICC process.
This newly formed group consists of AT&T, FairPoint, CenturyLink, Frontier, Verizon and Windstream. These companies serve the majority of the US telecoms customers.
Proposers of the America's Broadband Connectivity Plan intend to create an easy path to assist transition funding for phone service across rural areas to broadband deployment and reform subsidies to deal with IP service delivery.
The group proposes the "broadband" to be defined as service able to provide speeds downstream of 4 Mbps and 768 Kbps upstream. Moreover, the plan intends to make funds available to deliver broadband services to "where is no business case for companies to provide service."
