SSA IG Has Discovered discrepancies in VoIP invoices from Nortel

The SSA (Social Security Administration) inspector discovered discrepancies between contractual line items and the reality brought by prime contractor Nortel.
The SSA inspector general announced that reviews of $19 million worth of invoices issued under the agency's Telephone Systems Replacement Project demonstrated instances where Nortel "deviated" from task order items. Nortel didn't stock a contracting officer's permission to install more or less of ordered equipment or software.
Officials from Nortel stated that discrepancies between ordered and delivered items are originated from the pace of technological progress.
